The Joint Research Centre's Major Accident Hazards Bureau Support to chemical disaster risk reduction JRC experts have provided support to European Commission and Member States in Seveso Directive implementation for over three decades, starting with preparations for the first Seveso Directive (Council Directive 82/501/EEC) authorized in 1982. In 1996 the Major Accident Hazards Bureau was created in recognition of the ongoing support to chemical accident risk reduction in the European Union.With DG-Environment and DG-ECHO providing policy direction, the JRC contributes its competences to give technical advice and co-ordinate technical exchanges among Member State experts as input to EU policy and to support common approaches to implementation of Seveso obligations. Experts in the analysis of chemical risks and accident lessons learned, the JRC also conducts research to support development of related tools for use in Seveso and other countries in managing chemical accident risks.
Reason:
The Joint Research Centre (JRC) of the European Commission developed the Hydrogen Accidents and Incidents Database (HIAD) in the frame of the European Network of Excellence HySafe. The Joint Research Centre (JRC) of the European Commission maintains HIAD with the financial support of the Clean Hydrogen Partnership. HIAD is a repository of hydrogen-related unwanted events that have occurred in the past. The data were obtained from a primary or secondary source (news, inspection reports from public institutions, other public databases, scientific articles, etc.). HIAD maintains a traceable link to the original sources as much as possible. All HIAD events are first reviewed and validated by JRC experts before entering the database. JRC validation is based on criteria related to the quality and coherence of the event descriptions. Their quality depends on the quality and the level of detail provided by the sources. To guide the users, a quality label has been assigned to each event. The database contains also a lesson learned and causal analysis whenever possible based on the information available. The collection of HIAD events is a service provided by JRC to hydrogen all safety experts, educators, students and technologists active in the field of hydrogen. It is not intended to serve as instrument for passing judgement on individual companies or countries associated with an accident. A blame culture surrounding the database would greatly reduce the sharing of information. Moreover, it cannot be used to compare hydrogen technologies with other technologies. HIAD is offered as an Excel file available for download. JRC updates the dataset periodically. The version of the dataset is indicated in the Excel file.
