Abstract

This study provides a comprehensive investigation into the operational status of South Korea’s National Pension Service (NPS), with a focus on critically assessing the ongoing debates surrounding the sustainability and alleged depletion of the pension fund. The NPS serves as a cornerstone of the country’s social security system, playing a critical role in ensuring financial stability for the elderly population. However, concerns regarding the potential exhaustion of pension reserves have generated intense political and public discourse in recent years. The research utilizes a mixed-methods approach combining quantitative analysis of financial data—such as fund balance, investment performance, return rates, and payout trends—with qualitative examination of institutional governance and decision-making processes. A particular emphasis is placed on evaluating the wage structure and its evolution within the NPS, investigating how persistent salary increases for similar job categories contribute to rising personnel costs, especially in comparison with international counterparts. This wage pattern is analyzed as a key factor impacting operational efficiency and fiscal pressure. Additionally, the study explores the influence of labor unions on management practices and the extent of political intervention—both direct and indirect—in the governance and policy formulation of the NPS. These elements are scrutinized to understand how they may undermine managerial autonomy and rational, evidence-based decision-making. By triangulating financial metrics with institutional and political analyses, this study aims to discern whether the widespread concerns about pension depletion are grounded in factual evidence or amplified by political and social narratives. The findings seek to offer a balanced and empirically supported perspective on the sustainability of the National Pension Service, providing valuable insights for policymakers, stakeholders, and the public. Ultimately, this research contributes to informed policy development and aims to restore public confidence in the NPS’s capacity to deliver long-term retirement security.
